Even so, some firms are unable to execute the size of transaction they would prefer, because their plans are less than fully funded and their de-risking budgets are constrained. In response, many plan sponsors are now targeting specific groups of plan participants for buyout, thereby de-risking distinctive segments of their plans, while remaining within the confines of their transaction budgets.
